Can I reuse the rubber gasket?

For everyday storage, yes. A used gasket still works for keeping food in the fridge or pantry. For water bath canning, use a new gasket every time, because a fresh one is what makes the seal reliable. Keep your new gaskets off the jars until canning day, since leaving them on during storage or display can damage them for canning. The jar and bail can be reused for both.

Can it go in the dishwasher or freezer?

Yes to both. Take off the clamp and gasket before washing, and leave headroom when freezing.
